6 .         Pawnbrokers to be licensed

                A person must not act as a pawnbroker except under and in accordance with a pawnbroker’s licence held by or on behalf of the person.

        Penalty for an individual: $5 000 and 12 months’ imprisonment.

        Penalty for a body corporate: $20 000.
