trustee appoints the Public Trustee as the person’s agent to act as

power of attorney or other instrument of appointment, may act within the scope
of the authority conferred on the Public Trustee as effectually as the person
could have acted and may exercise all discretionary and other powers delegated
by the principal as fully as the principal could have exercised them.
