• providing for the establishment of a Code
governing the use of certain facilities for rail operations by persons other
than their owners;
• conferring on the Economic Regulation Authority
monitoring, enforcement and administrative functions for the implementation of
the Code; and
• specifying the kind of arrangements that railway owners
are to have in place for the purposes of that implementation,
