officer may at any time and from time to time require production and delivery
to the chief executive officer of securities and documents necessary to
support any claim made, or available for that purpose, or for the purpose of
exercising the State’s rights against any defaulting licensee and may on
default of delivery of those securities or documents reject the claim.
