account shall be transmitted by the President free of charge to the Minister
on or before 30 September in each year under a penalty of $10 for not
preparing and rendering the said account to be levied by summary process and
such account shall be open at all reasonable hours for the inspection of the
public on payment of a fee of 10 cents.
