principal or interest due upon any debentures is in arrear, a Receiver for the
debenture holders, appointed by the Supreme Court, may take possession of any
works the property of the water board, and may levy and enforce water rates
and charges, and for that purpose may exercise all the powers of a water board
for the recovery of such rates and charges.
