any licence issued pursuant to Part II which includes one or more of the
following: collection, dilution, examination, chilling, freezing and
processing of semen, that a veterinary surgeon or a person who is the holder
of a certificate of competency for these procedures issued by the authority of
the Minister be continuously employed on the premises and be responsible for
the conduct of the licence in accordance with these regulations.
