bends, junctions, fittings, fixtures and apparatus shall be submitted for
either examination or test, and shall not be placed in position until either
passed, marked or stamped by the local authority. Such testing of materials
shall be paid for by the person submitting same, whether passed or rejected,
and shall be done at such time and place and at such rates as may, from time
to time, be ordered or fixed by the local authority.
