section 4(3)(c), a person who carries on an activity that falls within
the Schedule 14 definition of travel related arrangements does not carry
on business as a travel agent if that activity is carried on in circumstances
that are unrelated to other activities described in section 4(1)(a), (b),
(c) and (e).
