18 .         Concurrence of Treasurer

                The Minister is not to —

            (a)         agree to a draft statement of corporate intent under regulation 16 ;

            (b)         agree to or direct any modification of a statement of corporate intent under regulation 17,

                except with the Treasurer’s concurrence.
