34 .         Section 30 amended

                Section 30 is amended as follows:

            (a)         in paragraph (a) by inserting after “user” —

                “ or carer, as the case may be, ”;

            (b)         in paragraph (b) by inserting before “if” —

                “ in the case of a user, ”.
