(a) a
modified penalty is paid within 28 days of the notice being given (or any
further time allowed under section 67); and
(b) the
infringement notice has not been withdrawn,
the bringing of
proceedings, and the imposition of other penalties, in relation to the alleged
offence are prevented to the same extent as if the alleged offender had been
convicted by a court of, and punished for, the alleged offence.
(2) Payment of a
modified penalty is not an admission for the purposes of any civil or criminal
proceedings.
